Air Quality monitoring is not a simple thing, and there are existing criteria and standards for publishing data.
The equipment needed for monitoring Air Pollution is not only expensive (at least $10K per monitor) but also requires professional knowledge for their setup and maintenance - and that's a full time job.
For this reason, managing country, region or city level monitoring network is usually done by government representatives (usually linked to the environmental ministry) or by institutions certified by the government for doing so (for instance the EPA is US).
However, sometimes, some countries needs a some help for setting up or improving their monitoring network. This is where the World Air Quality Index project can help.
